Interim Provisions on National Certification Standards
In order to meet the needs of domestic and international product quality certification work, the requirements and procedures for the use of national certification standards are now available. For the time being as follows:
1. The standards used by the state for the certification of product quality should be national standards that meet international standards.
2. When the product quality has reached the international level and there is no corresponding national standard, the national standard should be formulated first and then certified.
3. The national standards for quality certification adopt the same procedures, preparation methods and numbers as other national standards.
4. When formulating national standards for quality certification, an evaluation or explanation of the standard at the international level must be made at the standard review meeting, and written into the minutes of the review meeting, and then submitted for approval.
5. When adopting the international standard that has reached the international level in the current national standard as the national certification standard, the standard shall be submitted to the State Bureau of Standards for approval and approval.
6. In order to facilitate identification, when the national certification standards are submitted for approval, approval for publication and printing and publishing, the words “(for certification)†are indicated on the cover under the standard name. In the standard catalogue, each can be A certificate mark is printed before the serial number for certification.

8. When adopting the standards of international certification organizations, in order to meet the needs of the work, the standard numbering method for certification is used.
In addition to the numbering according to the national standard system, the national standard number and the international certification organization standard number are also required to be listed in the upper and lower directions.
When the standard system for certification has a hierarchical structure, the point and number can be added after the national standard number, but in principle only one point and number are added. If more points and numbers are needed, the national standard should be obtained first. The bureau agreed. 9. The method of writing the certification standard of the international certification organization is generally handled in accordance with GB1.1-81 “General Provisions for Writing Standardsâ€. If the international certification organization charter does not allow editorial changes, the original method of writing can also be used.

When there are international standards cited in the national certification standards, the cited standards should be allowed to be adopted by China in principle, and the international standards and numbers may be temporarily cited. However, the translation of the cited international standard must be accurate and subject to review and approval by the standardization technology of the referenced standard.
11. This provisional provision is interpreted by the National Bureau of Standards.
12. This provisional provision shall be implemented as of the date of promulgation.
