1. Bidding conditions

The construction project of the national highway Jiayin to Linjiang Road (G222) Jingyu to Jiangyuan section has been approved by the Jilin Provincial Development and Reform Commission with the document (Jilfa Reform Approval [2017] 180). The project owner and the bidder are Baishan. City Transportation Development Investment Co., Ltd. and Jingyu County Hengyuan Traffic Construction Investment Co., Ltd., the construction funds are self-raised by the provincial government and the local government. The project has already met the conditions for bidding. The project price consultation is now open for public bidding.

2. Project overview and scope of tender

2.1 Construction Scale and Technical Standards: The starting point of this project is at the intersection of Jialin Line and National Road Fusong to Gongzhuling Highway (G504), bypassing Jingyu County on the west side of Jingyu County, passing through Baoan Village, Luming Village and Jingyu Village ( Xintun), Yingmendingzi, Lixin Village, Xibeiyan, City Wall Street, and the end point are connected to the National Crane Line. The total length of the project is 48.3 kilometers, of which, 27.876 kilometers in Jingyu County and 20.424 kilometers in Jiangyuan District. The secondary road standard with a design speed of 60 km/h has a width of 16m for the wide starting point section (11.5km) and the terminal section (8.9km), and the rest of the section is 8.5m. The overall course of the route is northeast to southwest. The asphalt concrete structure is used for the pavement. 2.2 Bidding scope: Project design budget review, bid checklist and list budget review, project final verification (intervention during the request process), and other work that should be completed during final audit of this project.

2.3 Service cycle: From the effective date of the contract to the end of the completion acceptance certificate.

3. Bidder qualification requirements

3.1 Qualification requirements: This tender requires bidders to have independent legal person qualifications, and have the Grade A qualification of an effective engineering cost consulting company issued by the construction administrative department.

3.2 Performance requirements: Completion of at least one single contract (pre-calculated) Grade 2 or above (including Level 2) project finalized project audited project with a total investment of no less than RMB 400 million (compensed after January 1, 2012) The nature of the project should be the reconstruction, expansion, or new construction. The maintenance project cannot be used as the corporate project performance of this tender.)

3.3 The Commonwealth does not accept bids from the Commonwealth.
