The invention of energy-saving lamps was in the late 1970s. China began to research and develop energy-saving lamps from the early 1980s. In the early 1990s, energy-saving lamps were produced on a certain scale.
In 1996, the United Nations Development Programme funded $1 million for the “China Green Lighting Project Promotion Projectâ€. The former China National Economic and Trade Commission and the Department of Environmental Protection led the establishment of the China Green Lighting Project Promotion Project Office to carry out this work.
From 1996 to 2000, it was the first phase of the project. At this stage, the promotion of energy-saving lamps was intensified; the product standards for energy-saving lamps were formulated; and the promotion and use of energy-saving lamps in public places was clarified.
From 2001 to 2005, it was the second phase of the project.
At this stage, six energy efficiency standards were introduced; relevant training for architects; pilot projects for large-scale procurement of high-efficiency lighting products in Shanghai and Hebei; and the revision of Architectural Lighting Design Standards.
