Second, the basic conditions for potential bidders:
1. A bidding material production enterprise registered within the territory of the People's Republic of China that has the capacity to independently assume civil liability (consortium type quotes are not accepted, and companies that are of a related nature may not participate in quotation at the same time);
2. The bidder has the relevant qualification certificate for the production of the bid product, and has the product inspection report issued by the provincial or ministerial authority or national authoritative organization;
3. Bid materials need to be provided by the Railway Bureau Power Supply Department issued by the use of a good proof of operation;
4. The bidder must have the ability of continuous production and operation, good after-sales service, no product quality and poor after-sales service;
5. Registration and purchase of tender documents must be done at the Material Management Office of the Shanghai Railway Bureau.
