"Semiconductor Lighting Energy-saving Industry Development Opinions"
Semiconductor lighting is another revolution in lighting sources after incandescent and fluorescent lamps. The rapid development of semiconductor lighting technology, a wide range of applications, strong industry-led, energy-saving potential, is recognized by all countries as the most promising high-efficiency lighting industry. In order to promote the healthy and orderly development of China's semiconductor lighting energy-saving industry, cultivate new economic growth points, expand consumer demand, and promote energy-saving and emission reduction, this opinion is formulated.
I. Status and trends of development of semiconductor lighting energy-saving industry
Semiconductor lighting, also known as solid state lighting, refers to lighting that uses solid-state light emitting devices as light sources, including light emitting diodes (LEDs) and organic light emitting diodes (OLEDs). It has low power consumption, long life, rich colors, shock resistance, and controllability. Strong features. Upstream industrial epitaxial materials and chip manufacturing are technology and capital intensive industries; midstream industrial devices and module packaging and downstream industry display and lighting applications are technology and labor-intensive industries.
Since the 1990s, semiconductor lighting technology has continuously broken through, and its application field has expanded. The technology in the field of indication and display is basically mature and has been widely used; the technology in the field of medium and large-sized backlights has matured, and the market share has gradually increased; the technology in the field of functional lighting has just started and is in the pilot demonstration stage. In addition, semiconductor lighting technologies in medical, agricultural and other special fields are on the rise.
In recent years, the semiconductor lighting industry has developed rapidly. The United States, Japan, Europe, South Korea, and the Taiwan region of China have strong advantages in different fields, and the annual growth rate of global output value has remained above 20%. China has successively launched green lighting projects and semiconductor lighting projects. It has supported the research and development and industrialization of semiconductor lighting technology in the ten key energy-saving projects, high-tech industrialization demonstration projects, enterprise technology upgrades and structural adjustment special projects, and new materials for the 863 program. The project has a good R&D foundation, initially formed a complete industrial chain, and has certain advantages in downstream integrated applications. In 2008, the total output value of semiconductor lighting in China was nearly 70 billion yuan, of which the chip output value was 1.9 billion yuan, the packaging output value was 18.5 billion yuan, and the output value of applied products was 45 billion yuan. In terms of long-term development, the world's lighting industry is undergoing a transformation. Many countries have proposed plans to phase out incandescent lamps and promote energy-saving lamps, and regard the semiconductor lighting energy-saving industry as a new economic growth point in the future. With the adjustment of China's industrial structure and the acceleration of the development process, the semiconductor lighting energy-saving industry has ushered in a new development opportunity period as an important measure for energy conservation and emission reduction.
Second, the main problems in the development of semiconductor lighting energy-saving industry
Although China's semiconductor lighting energy-saving industry has made positive progress, it still faces many problems that need to be resolved urgently.
(I) Lack of patents and core technologies. At present, the mainstream technology patents for semiconductor lighting are mostly controlled by developed countries, and the patent risks facing corporate development are increasing. The core equipment MOCVD (Metal Organic Chemical Vapor Deposition Equipment) basically relies on imports. R & D investment is insufficient, lack of long-term mechanism to support basic theoretical research, common technology R & D platform is not yet perfect, key technology research and development did not form a joint force.
(b) The overall level of the industry is low. There are more than 3,000 semi-conductor lighting production enterprises in China, of which 70% are concentrated in the downstream industries, and the technical level and product quality are uneven. Domestic LED epitaxial materials and chips are mainly medium and low grade, and more than 80% of power LED chips and devices are imported. The small scale, low concentration, and indeterminate products are not conducive to the formation of competitive advantages and well-known brands.
(3) Standards and testing systems have not yet been established. Testing equipment, test method development and standard setting work cannot meet the requirements of rapid industrial development. The development of standards and testing systems for semiconductor lighting products needs to be improved. The authoritative inspection platform has not yet been established and it is impossible to evaluate or certify existing semiconductor lighting products.
(4) The phenomenon of blind investment at low level is serious. At present, many places regard the semiconductor lighting energy-saving industry as a key industry for development and increase support. However, at the same time there are blind investments and low-level construction. Some local governments have blindly reconstructed road lighting regardless of economic efficiency, and excessively invested in landscape lighting. , Leading to disorderly industry competition, product quality varies greatly, waste of resources is serious, affect consumer confidence, is not conducive to the healthy development of the industry.
III. Guiding ideology, basic principles, development goals and key areas for the development of semiconductor lighting energy-saving industries
